Executive Committee 

President: Michele Marcotte 

Michele is a communications consultant who fell in love with Highland when she moved to the neighborhood in 2015, She has made it her mission to preserve its charm. She joined the HRA board in 2017 and has served as president since 2018. She chairs the Highland Holiday Home Tour. 

Vice President Madison Poche 

Madison is a Highland resident with a heart for her community. She has been an active member of HRA since 2018 and instrumental in increasing our membership and identifying opportunities to engage residents. She chairs the membership committee.

Treasurer: Barbara Ramsey 

One of our most dedicated members, Barbara has been a Highland resident since 1992. She’s served on the board of directors for the past 12 years and has a passion for gardening. She coordinates the upkeep of the gateway gardens HRA maintains and organizes quarterly cleanups to keep the neighborhood looking its best. 

Secretary: Brianna Schott

Brianna is a Byrd science teacher who recently began renovating her childhood home in Highland. In 2019, she joined the HRA board and has since looked for opportunities to engage the neighborhood’s youngest residents. 

James Cartsensen 

James is a craftsman who often lends his skills to neighborhood projects big or small. He joined HRA in 2018, following in the footsteps of his father who designed the organization’s first logo. He chairs the property standards committee. 

Omari Ho-Sang

Omari is the founder of All Streets, All People Shreveport, an organization dedicated to abolishing the root causes of systemic crime and poverty.  She joined HRA in 2019, bringing an expertise in activism and social issues. 

Doc Montgomery 

Doc is a public defender and new board member for HRA. He teaches at Southern University Shreveport and hosts the weekly podcast “What’s Up Doc,” which offers insight into politics, law, education and activism.

Ali Piccolo

Ali is a new board member and graphic designer whose work has included the biennial Highland Holiday Home Tour. Ali designed all the promotional materials for the 2017 and 2019 tours and is a regular fixture at neighborhood work days. She works in communication at Bossier Parish Community College. 

Melinda Purcell

Melinda is a longtime Highland resident passionate about neighborhood development. She is our zoning watchdog and keeps an eye out on proposed projects that could disrupt the neighborhood’s charm.

Belinda Roberson

Belinda is the executive director of the YWCA, a Highland nonprofit dedicated to eliminating race, empowering women and promoting peace, justice, freedom and dignity for all. She joined HRA in 2019. 

Melissa Shepherd

Melissa is a new board member who developed the Highland Revitalization Project, which measures the impact neighborhood blight, trash and other issues affect public health. 

Austin Wiseman  

Austin is a new board member and real estate agent who has restored several homes in the neighborhood. He received the City of Shreveport’s Love Shreveport Award in 2019 for his revitalization efforts in Highland.
